Wheelchair ramp - Concrete ramp

nearly finished a renovation to a ground floor flat & the last thing is a ramp has to be built to pas b.s.ramp is 12ft long & 3ft wide.up in Scotland 1in 20 is allowed so should be fine.its18inches deep so can I fill deep parts with rubble & give the sides & top a coat of 4inch concrete.also do I need some sort of dpc were it reaches the outer wall of houses considering its below house dpc.going to finish of the ramp with pavers from b&q for looks.thanksfor looking greatsite.grumpy.
