Dwarf garden wall - Single or double skin

I'm planning to build a dwarf garden wall. probably 6 courses high, with railings.

From the start I'd been thinking double skin, but as I was shopping around for railings I saw this:

Single skin, but I reckon it looks good, and it would save me a good few hundred quid in bricks.

What do other people think? 6 courses would be well lower than the 450mm considered the maximum safe height for a single skin wall, but there isn't a single garden wall in my neighbourhood that uses single skin - all are double. Is single too flimsy, or would it look a bit thin and feeble?

...It will look like a brick wall. The weight of the railings will be taken by the piers. I assume your wall won' t be retaining anything, so it's good to go.
