Whats the best way to fix standard fence panels to posts 3x3
would it be nails, or screws, and what sizes and whats the correct drill size to pre drill the hole

75mm screws, stainless preferred. Assuming the posts and the panels are softwood, then pre-drilling need be only a 3mm pilot hole.

Is it unwise to concrete the posts in low temp, Ie Like it is now, snow and freezing ?

Concrete should only be used when the temp is 3ºC and rising or above. Havingf said that, fence post haunching isn't a critical structure so you could probably get away with using a low- or no-added water mix or by using a frost-proofing additive.

Last question
Is there any tips if I erect the posts and fix the panels the next day if its windy, so the gap dont close, I had that trouble a few yrs ago, and I thought it was spaced correctly

When I used to erect fencing, I always liked to fix the base panel (or gravel board) along with the posts, so that I could be sure the spacing was correct. If you want to leave out the main panels while the concrete sets, make up a template frame using roofing battens or just use a single length of roofing batten lashed into place to maintain accurate spacing.
