Whats the best way to fix standard fence panels to posts 3x3
would it be nails, or screws, and what sizes and whats the correct drill size to pre drill the hole

When I used to erect fencing, I always liked to fix the base panel (or gravel board) along with the posts, so that I could be sure the spacing was correct. If you want to leave out the main panels while the concrete sets, make up a template frame using roofing battens or just use a single length of roofing batten lashed into place to maintain accurate spacing.
