My drive is quite steep leading up to the front of the house and garage. At one side is a sheer drop to where I dug out the garden to park my caravan on the level. This drop rises from nothing at the bottom to 4 feet at the top and is currently just a concrete wall.

I want to dig up the whole drive and lay block paving with a kerb along the edge with the drop. How should I secure the kerb? And do I have to put up a fence which I don't want?

You'll need some sort of retainer, but just what, I can't really say without seeing the job and assessing just what's most suitable. Have you got any photos?
