crazy paving

iam looking to crazy pave a sml driveway with only one family car,is 100mm type 1 tamped and lay the paving on 1:4 mortar mix about 40mm max ok?
or should i put 100mm concrete down and lay them into that while its still wet?with a sub-base of course.

I'd go with the 100mm semi-dry C20 (or equivalent) concrete, seeing that it's got to take the weight of a car. 40mm of mortar won''t last more than a year beneath vehicular trafficked crazy paving.
