Block paving edge course repair

Hi

I need to lift and relay parts of the block paved driveway due to tree roots.

The edge course needs re-doing with new concrete haunch to keep them in place. Also some of the drive needs blocks removed and base to be levelled.

Q. Do you concrete the outside edge blocks first then fill in the block paving ( like you do when laying a new drive).

Or, because the blocks have been cut perfectly, and it's on a curved section( to make matters worse) should I lay the drive and then concrete the edge blocks last?
