Resin over tar and chip?

Setts and cobbles, tarmac, asphalt, resin systems, concrete whether it's plain, patterned or stencilled, gravels, etc.

A guy I do a lot of work for has asked me if its possible to resin over a tar and chip drive? It is believed that the tar and chip is over concrete. Can anyone help its not my area of expertise although my guess is no probably not.
Been in concreting for 22 years

me niether but from what i have heard on here over the years bitmac is the preferred base for resin bonded driveways

and it has to be sound
