In the cellar fo a property there are two inspection chambers, that run in line, the first is basically a sump, and fills up with water, then is emptied with a float switch, the second however, looks exactly the same, but fills up with clay, which then has to be dug out regularily.

Is that supposed to happen, if not how can we stop it?

Do you mean water is flowing in carrying silt, or do you really mean that wet clay is flowing into the sump? If the latter I would move house quick.

It is a commercial building, the first inspection pit has a water in it, the second seems to collect clay, I assume the water has a high percentage of clay in it.

OK, I've found out that the second inspection chambers was actually dug recently, to catch the clay.

So the question is why is there so much clay (recently) in the drain?

Again, we're not familiar with your site, so we really can't offer anything other than guesses. If your system has a silt trap, then the sewer must pass through or drain a silty area. Simple as that!
