just drove through a council estate where the propertys are being refurbished including giving all the tenants new
tarmac driveways, not one driveway is compliant with the suds legislation that is now in force, why should we bother doing things correctly when the council themselves dont seem interested in being compliant with the suds legislation

Have you checked that they havent got planning permission?
If you get planning permission you can do it with out suds :p
