I would say: the wall is going to be concrete filled so the blocks are just acting as a shutter, the re-bar will be inserted, maybe that is why some of the blocks have been cut to allow flow of concrete. I know what your saying LLL but why have hoddies carrying muck up if you can get away without, because of concrete fill? I see he didn't put the long ties in either. You must of sometimes kept you joints tight, all brickies do now and then.
