Cheap surface for wheelchair

I've read that you advise tarmac or other hard paving as the best surface, but this is too expensive. Here in Cornwall the Camel Trail (cycle track/walkers track from Wadebridge to Bodmin) is surfaced with, I think, some sort of china clay waste which is very fine and is very smooth to wheelchair on. Assuming you know the stuff I refer to, are there any similar commercially available materials?

Yes: they are known as self-binding gravels (SBGs) - see...

... not all Disability groups accept SBGs as suitable for wheelchair use, as the material can be picked up by the tyres and soil, or even cut, the hands. Some SBGs are better than others, but because these materials are so regional (with the exception of Breedon Amber) it's impossible to compile a list of what's ok and what's not.

Nasty, claggy stuff when wet, and there are health/COSHH issues with it when dry.
