Self-binding gravel drainage

I'm considering using Breedon self-binding gravel on my new driveway and have been trying to find out whether it is considered a permeable surface or not under the new regulations. The drive has a very slight slope towards the highway and so any impermeable covering would require a soakaway/rain garden which obviously adds a lot more work and expense. Loose gravel is another option but I want to avoid this because of the pushchair and wheelie bins, I'm hoping the self-binding gravel is a happy compromise!

Sorry Luke Breedon self binding isn't a permeable material. Perhaps consider gravel with a paved footpath for the pushchair and wheelie bins, also there is a lot more work involved with laying a self binding gravel as opposed to regular gravel.
