Copy it from an existing fence, use 'best guess' theory, plot it out in CADD and use that to guide you, or mark it out using classroom geometry.
There's a clever equation that uses chord lengths and radii to determine specific points on the circumference of any true arc, but it's a bit OTT for this sort of job - I could have the template knocked up for you in less time than it would take me to ecxplain how the equation can be applied to just this type of problem (we normally use it for setting out kerb radii when the origin point is obscured).
If you tell me the fence panel length, I can produce a basic template drawing that you can transfer to site.

I suggested 10 palings as that is what's shown in the photo Hooly posted back at the start of this thread.
