Hi, im looking for advise on how to match in the paving on my driveway to the public pavement (tarmac) it is approx 50mm higher one side than the other. should i pave to the highest and the angle the first row to match it?

In a word: yes.

You can 'fold' the paving to ensure it meets the level of the public foopath across the threshold. This 'folding' can take place over the width of the edge course (maybe 200mm) or it can be taken back into the body of the pavement and be feathered out over a metre or so.

50mm of level difference is very little and it should be a doddle to make the paving match. :)
