Is tarmac type 1 suitable as a sub base, my alternative is to wait a week until the crusher is repaired so I can have crushed concrete type 1

Tarmac type 1?? There is no such thing. Tarmac is not 'inert' - it's an oil-based product that degrades over time and is therefore classed as perishable, which means it can't be a Type 1 sub-base material. I'd guess that what you're being offered is 40mm to dust road planings - same partcile sizes as Type 1, but not a Type 1 material per se, and not something that I'd be happy using as a sub-base for a pavement subject to vehicular traffic.
