I want to lay driven in off the road, but due road camber current drive is lower the road. Plus also I do have any kerb between the road and my drive. This results in surface water runing into my garden and in the drive and and hence I often have the park in large puddle - hence the need for drive! Who has the responisbility to ensure that I have kerb, as the council did not install whne re-built kerbs some years ago. Also what levels should I use on the drive ie should set it flat or build a level for drainiage?

If surface water is draining from a public highway onto your property, then the Local Authority have a responsibilty to rectify the situation. This may involve installation of a kerb, or re-profiling of the carriageway and/or footpath, or construction of a gully or other drainage point, but, as I've never seen your place, I really can't say what should be done.

If you construct a driveway, then even a brief perusal of the main website will tell you that you all pavements need to be laid to a gradient, so that water is drained away. Again, I can't say it should drain this way or that way, as I've no idea of your site layout, but you will definitely need some form of drainage.
