Surface water in garden - Drainage problems

Foul and surface water, private drains and public sewers, land drains and soakaways, filter drains and any other ways of getting rid of water.

My daughter has recently moved into a property which is about 30 years old. She's discovered when it rains, water sits on the surface of the lawn and surrounding borders. This does not appear to happen in neighbours' gardens. The garden is small, mainly lawn with one narrow border down one side. Boundaries are fence panels, one side only has concrete base boards. There is a patio area around the back of the house. It is flat and same level as surrounding properties and their gardens. What is the best course of action for her to take?

Get the lawn aerated. That's a simple (DIYable!) and cheap task to attempt first.

If that works, then Happy Days; if not, then you/she can move on to look at land drainage.
