What’s the best way to set up screed rails? Do you set them on the sub base, pack the to the correct height then bury them in the laying course and compact the sand, or compact the sand first then sink the rails into the sand ?

Not my game but most i've seen get some sand spread and whacked first then set these in and sort final level to these
