Planters on flag stones?

There's a paved walkway to our local leisure centre which is classed as common ground. A few years ago the council decided, in their wisdom to put some large planters on it. Since then the flags have become loose and uneven.

There are 5 planters, each weighing about three quarters of a ton with soil etc. each planter is about 4'x4'

My question:

Do you think the weight of these planters are too much for this?

We can only imagine what the sub base is. Maybe you should complain to your local authority. Also photo's may help
