Wind blew over a citronella candle on our pool deck which is concreate with pea gravel added. We tried cleaning with a power washer but had no effect. Need suggestions on how to remove wax and stain.

pick it off with a spatula then either hot presure washer or boiling water, or you can use heat and sone paper to blot it up. on carpet you use an iron on some grease proof paper...

It is in an area of approx 3'x4' and very thin layer of wax has absorbed into the porus concrete and left a stain.. The power washer did not remove the wax or the stain...

As Giles said you'll need to remove as much of the wax as possible manually then apply heat to the remainder. I don't fancy your chances of getting all the stain out though.
Can't see it from my house
