its seized solid and i need to re bed the flag surround but the height of the ring at the top is higher than what i need the flag to be bedded so the cast lid will not lie flush

by ring you mean oval handle?

could take a grinder to it and convert it to a T bar cut, straigthen and grind any sharp edges?

because it is the shape it is ring/oval, it gives/me the impression it is liftoutable ( excuse my grammar ) so will it lift out so that it can be cut, reduced in height, then welded back together ? Other option as giles suggest turn it into a t-key, or cut and weld in situ.

seen this loads of times before and theres a good chance something will snap when forced
best to expose the pipe and get a new stopcock fitted
grief and money i know but better in the long run

the clay raising pipe was full of soil so I cleaned it out today and at the other end of the oval ring its connected to a nut so its a turn off and on action

there is a stop cock in the pavement whats less than 4 feet from where this is located on the customers property, I will be leaving it alone and have sorted out a way to get over the problem, instead of lowering the height of the flag I will raise the flag to the height of the edging instead

thanks for all your replies

i have a feeling that that is a key that someone has left in place mick
I am sure i have a similar one somewhere ,it has a square hole one end to go onto the old square nut

You know I think I have one at the back of the van, although IIRC mine is a t-bar handle.

Forgot about that!
