Edging or retaining wall? - Which to use

I have a change of level on my back garden of 350mm. Top level is lawn, lower level will be stone paving. Should I treat it as retaining wall or edging?
If I do not want it too fancy, can I just make it out of concrete? perhaps putting colouring in it or painting it

you could do 600 by 600 council slabs on edge ,battered back say 5 deg, we have to do this on a lot of council jobs, not sure but i believe over 400mm you are supposed to have a railing
or just build a wall===> more expense though
