Does anyone know the correct cement to All in Ballast ratio for a retaining wall foundation. It says on this site 1 to 6 but I bought a ton of ballast from Jewsons and the counter guy said 1 to 3. Does anyone know which is correct ? Do ballast sand gravel ratios vary between builders merchant ?

You can go stronger with your mix but not weaker. it all depends on what strength of concrete you are looking for. what is the loading on the founds, etc; for a low garden wall c20 is fine.

You can't use all-in ballast for foundation concrete. You have no control over the ratio of fine to coarse aggregate.
