Can we lay a new resin bound ourdoor surface onto an old existing resin bound surface. It is a tired and slightly stained surface which needs revitilising in same or similar material. How should we proceed?

I can't think of a reason why not. As long as the substrate is clean, dry and dust-free, it shouldn't be a problem.

Check your edging height.
You may need to install new edging to retain the new layer.
