any wall over 1200 must be designed by a structural engineer, so just a tad under 4 foot, about an inch of my maths is correct :p

My local council said 6'6" (2M) "not" on a boundary facing public land, 3'3" (1M) on a boundary facing public land. However, your local planning office will tell you, as I think it can vary a bit depending on local councils. If your worried about them finding out your intentions use a slightly different address :;):

ive ran into problems before with council saying the wall we were building was too high for it not to be drawn up by an engineer, think it was only 1.5 if i recall. But im not quite sure if the council guy was just being a dick :p

1.2 MAX EXCEPT WHEN FACING ROAD.. THEN ONLY ALLOWED 4 FT. I KNOW SOME PEOP[LE WHO HAVE USED IRON FRET WORK TO INCREASE THE HEIGHT AND GOT AWAY WITH IT... DEPENDS ON WHO YOU KNOW AT THE COUNCIL..
