Can anyone explain what is required and meant by a wall constructed using 'breeze block with half brick facing' ? This is a stipulation for a retaining wall of 450mm high for a landscape project. I would have thought a single skin would be sufficient in most cases.

Means pretty much what it says, wall build in concrete block to provide the structure with a single skin brick face ( has been confused by the half brick comment ) -
This would give you a 9" wall, if using 100mm block, or equivelant to whole brick or double skin wall.
Even at only 450mm a single skin wall is no good for retaining.

The confusion arises in that a whole brick wall is 9" thick, and a half-brick wall half that thickness. It doesn't mean you have to build the wall of half-bricks!
