What would be the solution if by lowering the level of the patio ajoining the house to the correct level below DPC, you then exposed the subbase & some soil beneath of a garage which runs the length of one side of the patio.

Could you simply fill in the holes of the exposed garage subase with a skim of concrete?

It would be better to construct a retainer to the exposed garage base/sub-base. This could be a dwarf wall using engineering brick ,or summat as simple as a precast concrete edging. Trying to get a 'skim of concrete' to adhere to an exposed edge is damn near impossible. You could cast a concrete retainer to the exposed edge, by constructing forwork/shuttering around the perimater, with a gap of at least 100mm between the base and the formwork that would be filled with a relatively strong concrete (ST4 or above) and vibrated to a smooth finish.
