So: this is a potential overlay? The condition of the existing surface determines whether it needs to be planed or milled, but, if it's "reasonable", a simple tack coat and overlay may suffice. However, if it's in any way ropey, it may need planing, or it may be better to cut out patches, re-base them, and then overlay. There may also be a need to regulate, if levels are awry in any way.
If you're not able to survey and spec the work yourself, it's probably best to bring in 3-5 surfacing contractors and get them to talk you through what they believe is necessary, then you'll get a feel for what's actually necessary. It's important that all the contractors are pricing the same work, so, once you've walked the site with the contractors, that's the time to draw up the spec, add in the quantities, and then send out a tender document, otherwise you get each contractor pricing what they think they can get away with, rather than the work that's actually required.
