Where to put the DPC for 1m high hollow concrete block retaining wall with rebar?

If I put the DPC 150mm above the paving it will be pierced by the rebar. Does this matter?

Can I wrap a DPM under the base of the foundation (below the rebar) before concrete is poured, and later wrap the DPM up the side of the blocks to meet the waterproof geomembrane behind the wall?

Can anyone suggest a cheaper alternative to Terram IBZ geomembrane, and a supplier in London?
