Hi, I wonder if anyone can advise me,the field behind my house has over the last few years starting draining into our garden. The ground is clay and the garden lower than the field, after heavy rain water can be seen running off the field into the garden. This has been getting worse over last few years, we believe field drains have become blocked. Are the field owners responsible for sorting this out?

technically because it' not from a hard surface it's classed as natural run off and the owner isn't obliged by law to do anything about it but I would still approach them and ask for it to be sorted. Field drains or any subsurface landdrains cannot cope with very high levels of rainfall because it requires the water to percolate through the soil to reach it but it basically gets overwhelmed and the water flows over land they're more for draining the soil once the rain has stopped. A ditch may be your best option
