Hi first of all i hope im posting in the correct section.
Can anyone tell me how far should a treatment plant be from any building including neighbours house.

The Sewage Treatment Plant must be sited more than 7m from habitable property
The soakaway must be a minimum of 10 metres from a watercourse, 15 metres from a building

final effluent from a treatment plant can legally be discharged into any water course with Enviroment Agency approval and fee paid,I installed 3 last month with approval to discharge into a dyke and a river MSH

I use C+L fabrications from telford, steve lamb is a top man to buy from nothing to much trouble, they will make a plant to fit any invert leval or hole size,there final effluent is perfect for envoro agency, put a 25pe in 3 weeks ago invert was made to 1.2m made tank 2.8m overall deep and 2.5dia.,a 6pp i can fit with my 3tonner no probs MSH

thank you for your replies i will take notes on the distance, can you perhaps tell me why on a nice warm day the smell is awful in the garden and also comes into the house from my neighbours tank.Thanks in advance again

Tanks are not pleasant places at the best of times, the odour is a little stronger in the warm weather and you tend to have your windows/doors open a bit more so you notice it more.
It depends on what is covering the existing tank and if this is air-tight, fitting a vent to a tank can also help to disperse the odours somewhere further away from the property.
Having said that it could be a poorly installed vent on your neighbours side that is causing you grief.
There are several possible causes but a site visit is required by a competent contractor.
