Road draining into garden

Foul and surface water, private drains and public sewers, land drains and soakaways, filter drains and any other ways of getting rid of water.

I live at the bottom of a huge hill. Up the hill above my plot theres gullies to both sides of the road, but no gully at the side of my plot :( The house was derelict for many years and the land was agricultural only. I have now got planning for change of use to garden. Problem is there are 3 grips from the road onto my land and no gully. Is there any legislation that would require Highways to remedy the situation ?

round here, highways insist no surface water from properties can discharge onto the highway.
It works the other way too, as one lady had her garage flooded from the road, and she successfully made them install drainage!
so in a nutshell, yes.
