what construction is it? is it plastic risers underneath the cover, or is it concrete rings with a concrete slab on top?

100 mm electric angle grinder just about fits inside a standard platic IC
its a swine of a job though

Yep, a nice 100mm angle grinder with a thin slitting (cutting) disc is what you'll need if it is plastic sections - if it is concrete then that's a different story and more work.

personally, if its plastic, i dig down the outside all the way round until i can free one of the rings, then i cut it with a handsaw. its more accurate and neater.
I would have thought an angle grinder will send up all sorts of toxic smoke, and not smell too good.
I did cut plastic once, and the shards that come off are like molten metal. burns your skin!
