I have semidetached with a blocked downpipe (subsurface) that im in the process of tackling, the downpipe is in the middle of the 2 houses and serves both properties equally but enters the ground on my side! and the soakaway is under my garden. Am i right in thinking that we should share any costs to to sort this out? Thanks

If both properties equally share the connection, then costs should be shared. Simple as that.
Are you on good terms with said neighbour?

The property deeds will define responsibility, but any half-decent neighbour would usually offer to chuck-in with you.

i have the same problem but before the neighbour moved in some *builders* replaced the perfectly good guttering and replaced it with something that leaks and blocked the RWP
as said costs should be split
