Extension - Distance from storm drain to building

Foul and surface water, private drains and public sewers, land drains and soakaways, filter drains and any other ways of getting rid of water.

im having a new extesion built and my planner said that the extension wall would be ok butted up to the storm drain wall .we have had all the planning permission and it has been passed, but since we put the 48 hour buildings notice in the waterboard have picked up on it and have now declined it.
and they wont give us permission to build over the drain.
the person our architech/planner said he spoke to 6 months ago finished with the waterboard 3 years ago..help

advise go back to planning and seek advice, waterboard should provide options, imho, but you may have to move the storm drain..:( your architect should know better, and should have got written confirmation at the time so he is also culpable imho. We cannot advise without actually seing the site, and you are likely to have to ammend your build options, or have to carry out other works to achieve your original plan, sorry to say
general builder, maintenance engineer, gas and plumbing installations, extensions etc
