Neighbour recently had garden paved. When it rains the water seems to drain away into my garden and into my garage. What can I do to help or suggest they do their side and where do I stand legally?

They are not allowed to drain their property onto your property. They need to install some form of interceptor that will collect the surface water before it discharges onto your property, and to direct the collected water into a soakaway or the SW system on their own property.
Legally, if the water entering your poperty from theirs was to cause any form of damage, the neighbour could be held liable for all and any costs associated with repair and remedial work to protect your property.
