Tarmac drive - 14mm open texture

Cracking site have decided to have a go at my drive 77sqm opted for brindle clay paver perimiter with a tarmac inlay there is only 1" of fall from house to pavement and the left to right according to the bubble is as good as level i have a 3 year old 1metre Sq rubble soakaway 5m away from the house which was passed by local council when doing an extension which copes faultlessly with the roof rainwater.Now the QUERY someone allegedly in the know has told me if i use 3" of 14mm open texture tarmac on top of my 6" type1 there would be no need for a drain. Would you people in the know place a drain central to the drive and put some type of falls in the tarmac or tarmac it differently with a base layer and a 6mm prodrive (have all the terminology thanks to this site) any advice on my diy project would be greatfully recieved.
