Connecting into a local sewer on my property - Can i connect in to the sewer?

I am constructing a garage at the front of my property on a sloping site so the roof will effectvely be levl with the ground floor of my house. Building control will not permit me to run the surface water to my drive which discharges to the footpath etc becaus eof "water freezing on the footpath"!!! There is insufficient space to build a soakaway. We are on a combined drainage system although our main drainage runs to the back of our house. However, i have just discovered that a manhole cover on my neigbours property covers a large brick inspection chamber which effectively is situated beneth mine and my neighbours pathways. This is brick construction and approxaimtely 2m plus deep with a 225mm VC pipe running through. Is it possible for me to simply run pipework in to this drain? In addition, it will be almost impossible (or at least major digging below house footings) for me to dig down 2m to enter the chamber. Can i run the pipe into the wall of the chamber at a height of approximately 1m as it will only be surface water running into the drain. What is the best option?

Only your BCO can tell you what is acceptable and what's not. We can't see the site, but ask your BCO about "dropshaft connections".
