Our house has 1st floor balconies fore and aft.
Is there a levelling compound that does not have to be
heated first, that i can pour into the 10-mm deep lake-beds that fill with water after rain. and thus get it to run
off thru the exit pipes as it might have done when the house was new, in 1895? Who stocks it? Access is by
sash window, so there's negligible foot traffic.

There are cold pour bitumens suitable for roofing/balconies, but I don't know the trade names off by heart. You should be able to get them at any decent roofing merchant.

Do you have gravel chippings (for UV protection) or is it just plain, exposed bitumen?
