Need for a subbase??

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

Please feel free to point me to an existing thread if available?

I am replacing 2x2 concrete pavers which act as a footpath around my house. I am putting down limestone 600mm X 300mm stepping stones filled with gravel surround.

My question is, I intend to carefully lift the concrete pavers and lay the limestone in a mortar bed straight on top of the layer of sand beneath? what depth should the mortar bed be and should I use a sub base of ballast? The concrete pavers were down for 25 yrs so I was hoping not to have to lay any sub base for the stepping stones.

Advice welcome.
