Drop face on stairs - Flush or over hang?

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

Hey Guys,
I am doing some stairs with the treads being a 60mm drop face granite paver.
Is there a correct way to do the risers to drop face?
Either have drop face and rise flush together or rebate the riser behind the drop face?

I would leave a 5ml gap behind the drop to allow for movement to avoid cracking.
