Patio tiles loose - Loose patio tiles?

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

I had a patio laid last year. It cost a lot more than we expected, but we were pleased with the results. This year we have noticed some of the tiles are loose / rock a bit if we stand on them. They have not moved. Is there anything we can do? Is this normal? Should we contact the original workmen?
Feeling a bit disappointed :(

Do they need to relay the whole patio or can they just sort out the loose ones?
If I have one or two loose paving slabs does this mean they did something wrong and more tiles will come loose?
