Flags on slabs - Can i put flags on top of old slabs

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

I have a client with a large 5x10 mts area of old council slabs (extra thick), they are butted up to each other (no mortar) and secure, can I put flags straight onto them, and if so would you put a layer of sand between them or straight onto mortar?
