Sub base - Best sub base for stone slab

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

43msq back garden in a basement flat with no vehicle access. Currently covered with 20mm granite chippings. Got conflicting advice for sub base. Some suggest to compact chipping and will be ok for sub base. Other pavers suggest replace chipping with Whinstone Dust sub base.
Confused. Please help.
43sqm back garden covered with 20mm granite chippings. Conflicting advice from pavers. Some say it's ok use compacted chippings as a sub base. Others say chippings will have to removed and replaced with Whinstone Dust sub base. Who is correct?
