Why? Why over-complicate the build-up by installing cell pavers and then laying concrete flags over the top?
All a garden path needs is a bit of sub-base, a mortar bed, and then the flags. It really couldn't be any simpler!

wow!, thanks , you make it sound so simple
as i am novice , know nothing about sand and cement, i thought i could just use these instead of a sub-base, mortar etc
so could use these under slabs and artificial grass (between slabs and wall)

You *could* put cell pavers beneath flagstones, but you'd still need a mortar bed, and, in all likelihood, you'd still need a sub-base beneath the cell pavers, so what should be a simple DIY-able task becomes a major civil engineering job!
You can use cell pavers with turf, if you want to be able to run vehicles over it, but, again, your would need a suitable build-up, which involves a sub-base and a free-draining bed layer.
