Is he telling the truth? - Patio slabs mortar

Hi,
I have recently had some building work done which has included the building of a patio with steps leading down to it. The slabs for the patio level are the same material as that used for the steps (blocks that look like rough stone but are obviously made in a mould of some kind).
The builder has put mortar between the slabs on the steps, but not on the patio flat surface. When I queried this, he said that this should not be done because it might 'crack the paving slabs'. I find this hard to believe, but would like the opinion of an expert before going back to him and insisting that this is done. Can someone please advise me?
