Im building a raised circular patio on my lawn. Around 250mm high, it is a natural stone circle kit and the height will be built with brick headers on 150mm thick footings. The circles diameter is 3480mm.
Question 1: Will a single brick skin be sufficient?
Question 2: Should i use hardcore to fill the circle or a dry concrete mix or other?

A single brick will not be enough to get the height you need. Are you insetting the circle into the brickwork or laying on top? That info would help.
No hardcore, it is a fail. MOT type 1 or you could whack some concrete in there then lay on it as it is going off? Especially if the stone is calibrated thickness.

You're not wrong Steve, thats what I get for trying to skim the forum quickly !!
Depends what type of finish you want as to how we would do that ie flagstones over retaining wall or inset into. Single would be okay if you concreted as per my original suggestion, otherwise I would probably want 9"
