Water feature and weep holes

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

Hello all
As title suggest we are not paving experts ,hence this is why I am here asking for advice(so please be gentle).
Whilst doing other jobs clients has asked us to build her a brick flower bed and a water feature.
The water feature is 4 x 600X600 flags on a square pattern ,she wants a hole drilled through each flag(centre) with water coming out,running on the face of the flags into joints and back in the underground reservoir,I was wondering if is possible to buy a ready made kit that can be dug into ground that will do the job,the closest I got is this http://www.water-garden.co.uk/shop_moredetails.php?part_no=SAG0160 but is to large (1370x1370 as opposed to 1220x1220 that I need -taking in consideration the joints as well),the guy at the shop suggested of buying a round reservoir and line the surrounding area under stones with impermeable fabric and lay the flags on top -after all the pipework has been done),I would like your opinion on this as well (best way of laying those stones ,is not meant to be a traffic area but people may accidentally step on them,also they cannot be permanently fixed as future pump servicing might be need it ) .

Regarding the flower bed (brick), a rectangle 6m long x1.2m wide x 0.5 high,waterproof rendered both sides:what is the position(height /spacing) and number of weep holes required,also is a bituminous coat for further waterproofing required or not on the inside face of the walls.

hmmm
I did a similar thing in my own garden a few years ago ,but what i did i buried a galvanised water tank in the ground ,with the outlet from the rain water pipe running to it
I then laid a slab on this (access hole at front) and positioned my obelisk on top
then i had to install a suitable pump that would pump the water up the centre of the obelisk and allow it to run back down into the tank
it was all quite time consuming and complicated but it looks fine now
if you have 4 holes i guess you would need some kind of 4 way splitter to come off the pump,but the size of pump you will need i cant help you with
the rain water thing seems to have worked as i have never had to manually fill the tank,however i wouldnt fancy drinking the water
the thing is whatever you do you wil need access to get to the pump,thats the sticky part
