Pool paving problem

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

Hi

Im a wall and floor tiler and Ive recently finished re-tiling the walls of a paddling pool in a public park. The existing tiles had been damaged by water and coming off the walls. We found the water had been getting into the walls from the paving on top. The edging slabs on the pool have moved a bit over time and the pointing around these and the paving slabs is loose and non existent in places. Previously someone has tried replacing parts of it with silicone which is now loose.
The council now want me to look at sorting this out. To be honest I don’t particularly want to take the edging slabs up as it’ll wreck some of the work we’ve just done. But Ive been told it may be best to take everything up and relay with a drainage membrane which would be a huge job and expensive.
Would it be possible to just repoint and relay any loose slabs and use a sealant? The paving slabs are .60 x .60 in size and laid on sand. There aren’t any drainage ditches around the pool edge.
Or should I just get a paving company in?!

no point doing it halfbaked,take them up and rebed them
repointing loose slabs will fail real fast

I think you need specific, on-site advice for this one. Without being able to see the site and the layout, it's impossible to say what would work and what wouldn't.
